Article 19:
States parties to the convention must ensure:

  • People with disabilities have the right to live in the community and make their own choices about where and with whom they live.
  • People with disabilities have access to support services, including personal assistance.
  • Community services are available on an equal basis.

  • Vulnerable residents in private rentals pay 40% more to heat their homes, facing a choice between heating and eating.
  • Real fuel poverty is evident at the hyper-local level.

Note: Disability Living Allowance data will be included within VUIT for a more focused view.
