Terms of Reference
Purpose and remit:
To provide regional insight and expertise to support the West Midlands Combined Authority (WMCA), in its role as Lead Authority, with the development, delivery and ongoing oversight of the WMCA UK Shared Prosperity Fund Investment Plan.
Accountable to:
The UKSPF Local Partnership Group will be accountable to the WMCA Economic Growth Board.
The investment plan will be agreed by both WMCA and the UK government.

Functions and scope:
- To function as a nominated point of contact for your respective sector/bodies/organisations on all issues relating to UKSPF.
- To provide regional insight and input on your respective areas of expertise to identify and address need and opportunity within the West Midlands for the Fund.
- Support in the development and refresh activity of the WMCA UKSPF Investment Plan.
- Provide advice and support on strategic fit and deliverability of the investment plan.
- Ensure Fund investments complement other activities in the West Midlands and meets Fund and local objectives.
- To agree to membership details and meeting blogs to be shared on WMCA UKSPF webpages.
- To co-ordinate specific queries/questions that relate to your area of expertise and bring forward to meeting or UKSPF programme team.
Voting:
The group will not be required to vote on formal decisions. Feedback from Partnership Group Meetings will be provided to the Economic Growth Board for final decision.
Quorum:
Substitutes/guests may be permitted by prior agreement with the Chair.
Conflicts of interest:
Members of the group will be asked to advise if any conflicts of interest at the start of each meeting and sign a conflicts of interest form.
Frequency:
The board shall meet a minimum of two times a year, or more frequently as required.
Servicing:
Meeting support and co-ordination will be provided by the WMCA Economy, Skills and Communities Directorate. Meeting papers will be circulated one week in advance to the meeting.
Relationships:
This group will require strong relationships with local and regional stakeholders, MPs, civil society organisations, training providers, voluntary and community sector, environmental representatives, businesses, or business representative groups.
