The offer
The below list covers flexibilities previously agreed with WMCA grant providers. WMCA would now like to extend the offer to all grant providers as listed below.
4.1. Contract for service providers (ITP) will need to follow the business case process if they wish to add any of the below added to their delivery plans.
- The level 3+ flex will be fully funded where they meet the below situations, where they support WMCA priorities related to the movement of residents into work or upskilling those in low pay jobs
- Those taking their first full level 4/5 – where they are unemployed/low wage

Those who do not meet the first full Level 3 (National policy legal entitlement) where they are unemployed/low wage i.e. 2nd level 3 and/or the qualification is not listed on either the legal entitlement or NSF list

If you are seeking to extend these to none low wage employed this will need prior approval through a business case with clear intent and need.
